Surprising on this list are New Hampshire and Arizona. Oklahoma has long bragged about taking more fed dollars than it contributes and it didn't make the list. Hmmmm.

Illinois is on this list, too, so don't be getting all partisan. About half of Illinois is designated National Forest, too, and there's been a concerted effort to cut funding for national reserves, too. And on the partisan side, I'm surprised that more "red states" with Oklahoma's attitude didn't make this list. Perhaps they'd make the Top 20.

states, like the federal government, have rights, yep, states rights. this includes the right to go broke. it includes the right of politicians to exercise their right to political expediency. if the voters want it, we'll give it to them. trickle down, also known as future generations, will pay for it. states can have it all without paying for it. just ask any supply sider. it's laffable!
